IOV’s second World General Assembly was held in Monastir, Tunisia, from 1 to 8 August 1986, according to the historical record of IOV’s Polish section.

The organisation’s board history records that the Assembly elected the Tunisian cultural scholar and musician Salah El Mahdi as IOV’s second President. The same participant record places the foundation of IOV’s international science and research commission at this gathering.
