IOV Italia: history of a National General Assembly

The National General Assembly of the Italian Section of IOV WORLD (International Organization of Folk Art) was held on the 19th of November 2021 in Villa d’Almè, near Bergamo.
The associates were welcomed in the extraordinary council chamber of the municipality, kindly granted by the Municipal Administration, always close to the promotion of traditional local, national and international popular culture. Mario Morotti Smiciatöt, Duke of Piazza Pontida, did the honors, also on behalf of the Municipal Administration of Villa d’Almé.
The assembly was opened by the welcome greetings of the IOV Italia President and IOV WORLD Secretary General Fabrizio Cattaneo, who praised the commitment of the Board of Directors for the ability to involve, in a synergistic way, associations, affiliated and not, reaching in in recent years a good sharing of intentions.
“It will be our task – said Cattaneo – to offer associates the best information and promotion conditions to achieve the set goals, combining the experience of the ‘old’ with the commitment and enthusiasm of the ‘new’ ones. It is therefore important to start a good and fruitful collaboration with the associations, which will allow us to continue what has been achieved so far, with the main objective of promoting the activities of our members “.

It was exciting to watch the video version of the report of the activities carried out in 2019 and 2020, video created by the Director of the Communication Commission Francesco Gatto with the collaboration of Laura Fumagalli. In just over a minute, the stages of a journey of shared passion were recalled and life memories were solicited among all the participants in the meeting.
Following, the institutional greetings of prof. Leandro Ventura, Director of the Central Institute for Intangible Heritage of the Ministry of Culture of the Italian Republic, the President of IOV WORLD Prof. Ali Abdallah Khalifa from the Kingdom of Bahrain, the President of the Festival Commission Mr. Geert Nijhof from the Netherlands and the President of the World Commission Culinaria Tahir Amiraslanov from IOV Azerbaijan.
The collaborations with some of the major National Federations were illustrated by Valerio Corradi – President of the Bacanal del Gnoco Carnival Committee and Vice President of the Italian Mask Coordination Center, by Benito Ripoli – President of the FITP – Italian Federation of Popular Traditions and by Franco Canna – President of the Piedmontese Folklore Association.
Entering the heart of the meeting, President Cattaneo described some of the objectives achieved and activities carried out in the 2017-2021 period, including the appointment of Prof. Letizia Bindi as President of the IOV Italy National Scientific Commission and that of Giovanni Alberti as President of the IOV Italy Youth Commission. The creation of the Commissions indicated by the IOV WORLD statute is an important objective to be pursued in the next time cycle of the future National Board.
The adhesion of IOV Italia to the FISP Italian Federation of Popular Entertainment which brings with it an approach to the Entertainment Directorate of the Italian Ministry of Culture, participation in the national census of folkloric groups. Furthermore, IOV Italia will have a meeting with UNESCO Italy in Rome in December.
Particular attention was paid to the revision of the IOV Italia statute for the updates required by the adaptation to the new Italian laws on the world of voluntary associations defined as the Third Sector.

Over 50 people present at the meeting worked and designed ideas for collaborations with the academic world, scientific publications, cultural exchanges with international folklore festivals.

During the meeting, the managerial positions were also renewed for the next four-year period 2021-2024. Fabrizio Cattaneo was re-elected President of IOV Italy. The organizational team continues for 4 years in the administrative hands of the Secretary General and Treasurer Fabrizio Nicola and the Deputy Secretary and Vice Treasurer Ida Boffelli.
Vice-presidents Antonella Palumbo, Giancarlo Castagna and Marcello Perrone. Honorary Presidents Luigi Scalas and Carmine Gentile.
The Directors Francesco Gatto and Andrea Addolorato have also been reconfirmed. New forces are Giuseppe Restivo, Maria Carmela Deidda and Mirko Lombardo. Alternate directors Donatella Bastari, Laura Fumagalli and Giampiero Cannas were also elected. Auditors Merville Ferrari, Attilio Gasperotti and Albero Faccini.
“Being reconfirmed President – these are the first words of Fabrizio Cattaneo – is a source of pride for me and a strong incentive to continue the path undertaken with the sole purpose of promoting more and more popular culture and art in Italy and around the world. There are many challenges that await us: the first of all is to create the conditions for restarting the activities of our affiliates in safety, allowing them to return to the squares, our natural habitat “.

The board has many objectives: the creation of the IOV Italia events and festivals calendar, the proposal for the creation of a rosette and other IOV Italia gadgets; the proposal for assignment to an external company for the assignment of the official IOV Italia corner; the registration of IOV Italia in the RUNTS with the consequent formalities (adjustment of the statute, tax management), the formalization of the assignment for the sculptor Michele Affidato of Crotone to create the VICT trophy free of charge (formalization in charge of Marcello Perrone, but yes the drafts of the designs for the trophy await!), the collaboration with the world magazine Folk Culture by sending articles in English that deal not with the activities of the groups, but with research, material and intangible, craftsmen, the proposal for a candidacy Italian for the IOV YOUTH World Meeting in 2022.
Following the meeting, many congratulatory messages arrived for the work done and the renewal of the offices. Messages of good wishes for a fruitful work, in particular from the Secretary of the Regional Council of the Lombardy Region Giovanni Malanchini, the President of the FISP Italian Federation of Popular Entertainment Antonio Buccioni, of the IOV WORLD President Prof. Ali Abdallah Khalifa from the Kingdom of Bahrain.

IOV is a membership organization open to organizations and individuals regardless of race, color, creed, gender, sexual orientation, physical impairment, national or ethnic origin, or age. Upon submission of a membership application and the first year’s fees, provisional membership is granted.

Full membership is conferred following the annual meeting of the board of directors, after which members will receive a membership card and certificate. Members of IOV are automatically enrolled as members of their IOV National Sections. 

All members of IOV have a right to:

• Access information on the IOV website iov.world

• Serve as a consultant to UNESCO and other international cultural bodies and commissions.

• A membership directory, updated annually.

• Opportunities to attend and participate in national conferences, the annual IOV National Sections Meeting, international events, festivals and conferences either free of charge or at a substantially reduced cost.

• A membership certificate.

• Access new avenues that may help them publish research and scholarly papers by web site or book.

• Reduced rates on IOV and some UNESCO publications.

In addition, your confirmed membership makes you part of a worldwide network of more members in many countries.

You will also have:

• Contact with people and organizations with common interests and professional pursuits, thus providing opportunities for exchanges of information.

• Increased access to resources and expertise as a member of an international NGO in official relations with UNESCO and  ECOSOC.

• Opportunities to participate in IOV and UNESCO conferences and other events where IOV members and colleagues present their work

Our office will complete your registration and as soon as we have received your payment of the fees, you will receive a welcome letter, a membership ID, and the official certificate of membership. This gives you entrance to all IOV activities.

    Minimum requirements festival

    Festivals and groups must communicate promptly and professionally.
    Exchanging of all necessary information is the base for a professional organization.

    If possible, an application form should be used by the groups.
    Festival organizers offer such form after a request by groups or have it on the website of the festival.
    The application form has to be clear and must provide all the necessary information about the festival to interested groups.
    Festival organizers must be given a good view of the complete genre of performances by the use of video-information (YouTube-links), pictures, and a list of festivals where they recently have performed.

    * The kind of accommodations (e.g. hostel, hotel, school or host-family), meals, number of performances, duration of the performances, venues, technical abilities of venues.
    * The exact date of arrival for groups and the exact date of departure of the groups.
    * Exact information about the traveling situation during the festival dates. (pick-up from the airport and the return to the airport). The use of transport during the festival days.
    * The possibility of using recorded music during performances. (Yes or No).
    * The offer of pocket-money or other cost-compensations. (Yes or No)
    * The general program of the festival, including the spending of free time and sight-seeing.

    In IOV-festivals normally it’s not usual to ask for money to invited groups.
    In case the groups have to pay for participation, this has to be clarified by the festival organizers from the beginning of communications.

    * The composition of the group. (e.g. average ages of the participants, number of dancers (male/female), musicians, leaders, choreographer(s), translators, drivers).
    * The musical instruments that are used and the need for amplification.
    * The need to ask for VISA for traveling to the country of the festival. (Visa expenses are always in charge of the group).
    * Medical insurance for all group members must be taken out by the group.
    * Information about eventually other festivals where they are going to participate during the same tour.

    * The festival organizer has to communicate clearly about invitations to groups.
    * Selected groups will receive an official invitation for the announced festival. The invitation to groups will be sent at least 120 days before the start of the festival.
    * In unforeseen situations and necessary postponing of a festival it’s necessary to communicate clearly between organizers and groups.
    * The festival organizer will send to the invited groups a clear overview of the preliminary program of the complete festival.
    * The festival organizer has to explain the exact location and expected time of arrival.
    * After the first arrival of groups at the festival location, the organizer will explain to the members of the group about the rules during the festival.
    * The staff of the festival and representatives will be introduced to the group (e.g. guides, translators).
    * A schedule of the performances, locations, and duration will be given to the group leader.
    * The definitive program of the festival will be explained to the members of the group.
    * Information about the availability of first aid will be given to all members.
    * Information about time and locations for rehearsals will be given to the group leader.
    * Information about the use of dressing-rooms, maintenance of costumes, make-up for artists will be given to the group leader.
    * dimensions and surface of stages and technical equipment as amplification, lightning, stage monitors, dress-changes, stage attributes (chairs for musicians, etc.).

    In general, these must be clean, comfortable, quiet, safe, and secure.
    * Accommodations may be hotel, dormitory, school, hostel, or private home.
    * Pictures to be sent by the festival to the group if requested.
    * Bathroom with shower should be provided commensurate with the number of persons to be served.
    * locked sleeping rooms, and cleaned daily.
    * Hot and cold running water.
    * Drinking water provided.
    * Mirror for make-up/shaving.
    * Sufficient electrical outlets.
    * Comfortable beds with sufficient bedding and pillow.
    * Sufficient space for suitcases, hanging clothing, and costumes.
    * Seasonal heat/air-conditioning/ventilation.
    * On-site assistant or guide.
    * Area for socializing outside sleeping quarters

    * The guests should not have to purchase their food.
    * Meals must be provided (3 per day).
    * Food must be sufficient, nourishing, and tasty.
    * Enough drinking water at all accommodations. (including venues of performances)
