GWALIOR-The UNESCO MUSIC CITY
Gwalior is a major city and the northernmost city in the Indian state of Madhya Pradesh. It is located 319 kilometers (198 miles) south of New Delhi, the capital of India. The city and its fortress are a big attraction for tourists coming to India.

Gwalior holds a major position in the Indian classical music &  Dance. World dance festival – Udbhav Utsav is an International Folk dance festival held every year in Gwalior Hundreds of foreign participants and thousands of Indian performers participates every year.

At the heart of Gwalior is Gwalior Fort ( fortress) of the Tomar dynasty. The Fort, popularly called “the Gibraltar of India”, overlooks the city. The Emperor Babur reputedly described it as “the pearl in the necklace of the forts of Hind”. This fort’s architecture is unique. It displays a Chinese influence on Indian architecture, as Chinese dragons have been crafted at the hilt of the pillars. This influence was due to trade between China and India at the time of the fort’s construction.

Jai Vilas Palace is the residential palace turned museum of the Maratha rulers of Gwalior – the Scandia’s. It is in the heart of the city. The palace has notable collections of antiques and also some of the old-time gadgets and collections that can’t be easily seen. The museum is one of the largest in Madhya Pradesh and has the world’s largest chandelier and the complex is a mixture of British as well as Hindu architecture. The palace was made in 1874 as an attempt to bring the Palace of Versailles to Gwalior.

The Sun Temple built by the Birla group is dedicated to the Sun god, the Sun Temple is located near residency at Morar, Gwalior. It is a facsimile of the Sun temple of Konark, Odisha and now this Sun temple is one of the significant pilgrimage centres in Gwalior. It is the place which gives the best examples of peace and neatness in Gwalior.

Padavali and Mitavali is a popular archaeological site comprising about 200 ancient shrines in Morena district in Madhya Pradesh. This site is located on the north-western slope of a range of hills near Padavali, a village about 30 km from Gwalior.

Objectives & tasks of the festival:

The main objective of the competition festival is to give opportunity to performers for creative communications, to present new talents and to facilitate acquaintance with pieces of national culture and arts in different countries.
An initiative to establish peace and love in the world! One Spirit and One Religion!
Tasks:
  • Supports and promotes talented performers and creative formations.
  •  Activities Activation of the creative organization and unions, their leaders and pedagogues in the sphere of aesthetic education.
  •  Consolidation and development of the cultural connections for further development of the cooperation in the sphere of culture and arts.
  •  Formation and increasing of aesthetic interests of the audience.

We would like to extend our Heartily Invitation to the Dance, music& Band Groups from all over the Globe to take part in this Grand Cultural Gathering.

Participants:

  • Folklore groups
  • Traditional dance groups,
  • Classical or Marching Band and Majorettes

Terms and Conditions of the festival:

  • Arrival in festival city Gwalior on OCTOBER-14th Morning before 10 A.M. and departure from festival city on OCTOBER-19th Morning after breakfast.
  • All the groups will cover their travel expenses up to the festival city Gwalior and back.
  • The Festival committee will receive the groups at the Gwalior railway station/airport. 
  • One English-speaking person is compulsory in each group.
  • The festival committee will provide an English-speaking guide. 
  • The festival organizing committee will arrange local sightseeing tours in Festival City Gwalior.
  • Group members must be of the age of 10+ 
  • One official free for 26 members group. (25+1).
  • Music may be live or on good record.
  • Schools, amateur groups, and dance institutions are welcome.
  • Overseas health insurance is a must. We will not entertain groups without overseas health insurance. A copy of the health insurance certificate for each member of the group will have to be sent before 15 days of the festival.
  • Each participant will receive a certificate (Diploma) and each group will receive a memento/souvenir
  • During festival groups will perform 4-6 performances of 6-8 minutes each and 1 minute performance at the Carnival.
  • More than one group from one country can participate.

Participation fee:

  • 200 Euro per person for a full festival period. 
    • One official free for 26 members group. (25+1).

Participation fee includes:

  • Accommodation fee – Hotel with 3 Indian meals
  • 3 meals per day. Meals will start from the lunch of OCTOBER 14th & will end with the breakfast of 19th October.
  • Transportation in the festival city will be arranged by the organizing committee
  • The festival committee will arrange local sightseeing scenes.
  • The festival committee covers the cost of the tickets to the historical places in the city.

The participation fee does not include:

  • All the groups would be responsible for the confirmation of their journey tickets. The Festival committee will not be responsible for any confirmation of journey tickets.
  • All groups will get an English-speaking guide in the capital New Delhi (airport) who will assist them in taking a train or flight to Gwalior. On request bus can be arranged from the airport to the hotel in Gwalior and a return to the airport after the festival can be arranged. (50 Euro per person)
  • The festival organizing committee can arrange a transfer in the Capital New Delhi. From Airport to Railway station/ Domestic Airport and vice versa. At the request of the groups. The groups will cover the cost of the transfer.
  • Excursion tours to Agra. The city of “Taj Mahal-(One of the 8 wonders of the world”), World famous destinations like New Delhi, Jaipur, Khajuraho and many other touristic places, may be arranged on request With additional prize.
  • There is no provision of liqueur in the meals.
Any group willing to participate must submit an Application form.
Approved groups pay in advance a 10% guarantee fee, which is to be deducted at the final payment.

IOV is a membership organization open to organizations and individuals regardless of race, color, creed, gender, sexual orientation, physical impairment, national or ethnic origin, or age. Upon submission of a membership application and the first year’s fees, provisional membership is granted.

Full membership is conferred following the annual meeting of the board of directors, after which members will receive a membership card and certificate. Members of IOV are automatically enrolled as members of their IOV National Sections. 

All members of IOV have a right to:

• Access information on the IOV website iov.world

• Serve as a consultant to UNESCO and other international cultural bodies and commissions.

• A membership directory, updated annually.

• Opportunities to attend and participate in national conferences, the annual IOV National Sections Meeting, international events, festivals and conferences either free of charge or at a substantially reduced cost.

• A membership certificate.

• Access new avenues that may help them publish research and scholarly papers by web site or book.

• Reduced rates on IOV and some UNESCO publications.

In addition, your confirmed membership makes you part of a worldwide network of more members in many countries.

You will also have:

• Contact with people and organizations with common interests and professional pursuits, thus providing opportunities for exchanges of information.

• Increased access to resources and expertise as a member of an international NGO in official relations with UNESCO and  ECOSOC.

• Opportunities to participate in IOV and UNESCO conferences and other events where IOV members and colleagues present their work

• Promoting the Folk Art Groups with their specific National Folk Art programs at our WEB-site.

Our office will complete your registration and as soon as we have received your payment of the fees, you will receive a welcome letter, a membership ID, and the official certificate of membership. This gives you entrance to all IOV activities.

In case there is a National section of IOV in your country, please contact them.
You can find the contact-information of National sections here.
You are invited to introduce yourself to the National Section of your country and from there you will be guided in the procedure for official registration and payment of fees.

    Minimum requirements festival

    Festivals and groups must communicate promptly and professionally.
    Exchanging of all necessary information is the base for a professional organization.

    If possible, an application form should be used by the groups.
    Festival organizers offer such form after a request by groups or have it on the website of the festival.
    The application form has to be clear and must provide all the necessary information about the festival to interested groups.
    Festival organizers must be given a good view of the complete genre of performances by the use of video-information (YouTube-links), pictures, and a list of festivals where they recently have performed.

    * The kind of accommodations (e.g. hostel, hotel, school or host-family), meals, number of performances, duration of the performances, venues, technical abilities of venues.
    * The exact date of arrival for groups and the exact date of departure of the groups.
    * Exact information about the traveling situation during the festival dates. (pick-up from the airport and the return to the airport). The use of transport during the festival days.
    * The possibility of using recorded music during performances. (Yes or No).
    * The offer of pocket-money or other cost-compensations. (Yes or No)
    * The general program of the festival, including the spending of free time and sight-seeing.

    In IOV-festivals normally it’s not usual to ask for money to invited groups.
    In case the groups have to pay for participation, this has to be clarified by the festival organizers from the beginning of communications.

    * The composition of the group. (e.g. average ages of the participants, number of dancers (male/female), musicians, leaders, choreographer(s), translators, drivers).
    * The musical instruments that are used and the need for amplification.
    * The need to ask for VISA for traveling to the country of the festival. (Visa expenses are always in charge of the group).
    * Medical insurance for all group members must be taken out by the group.
    * Information about eventually other festivals where they are going to participate during the same tour.

    * The festival organizer has to communicate clearly about invitations to groups.
    * Selected groups will receive an official invitation for the announced festival. The invitation to groups will be sent at least 120 days before the start of the festival.
    * In unforeseen situations and necessary postponing of a festival it’s necessary to communicate clearly between organizers and groups.
    * The festival organizer will send to the invited groups a clear overview of the preliminary program of the complete festival.
    * The festival organizer has to explain the exact location and expected time of arrival.
    * After the first arrival of groups at the festival location, the organizer will explain to the members of the group about the rules during the festival.
    * The staff of the festival and representatives will be introduced to the group (e.g. guides, translators).
    * A schedule of the performances, locations, and duration will be given to the group leader.
    * The definitive program of the festival will be explained to the members of the group.
    * Information about the availability of first aid will be given to all members.
    * Information about time and locations for rehearsals will be given to the group leader.
    * Information about the use of dressing-rooms, maintenance of costumes, make-up for artists will be given to the group leader.
    * dimensions and surface of stages and technical equipment as amplification, lightning, stage monitors, dress-changes, stage attributes (chairs for musicians, etc.).

    In general, these must be clean, comfortable, quiet, safe, and secure.
    * Accommodations may be hotel, dormitory, school, hostel, or private home.
    * Pictures to be sent by the festival to the group if requested.
    * Bathroom with shower should be provided commensurate with the number of persons to be served.
    * locked sleeping rooms, and cleaned daily.
    * Hot and cold running water.
    * Drinking water provided.
    * Mirror for make-up/shaving.
    * Sufficient electrical outlets.
    * Comfortable beds with sufficient bedding and pillow.
    * Sufficient space for suitcases, hanging clothing, and costumes.
    * Seasonal heat/air-conditioning/ventilation.
    * On-site assistant or guide.
    * Area for socializing outside sleeping quarters

    * The guests should not have to purchase their food.
    * Meals must be provided (3 per day).
    * Food must be sufficient, nourishing, and tasty.
    * Enough drinking water at all accommodations. (including venues of performances)
