# IOV image usage rule

Each editorial photograph should be assigned to one page or one clearly related
content context only. Do not reuse the same photograph on the landing page and
on a subpage, or across unrelated subpages.

Before adding an existing image to a page, search the source files for its file
name. If it is already used elsewhere, select or source a different image.

Exceptions are limited to identity assets that must remain consistent, such as
the IOV logo, official portraits, flags, and intentional site-wide interface
graphics.

Page-specific collections should be kept in dedicated folders and include an
`ATTRIBUTION.md` file where licensing or source information is required.

## Required record before publication

Every new editorial image must have a source-register entry. Record all details
that are available, and write **not recorded** for every missing field rather
than guessing:

- website filename and the supplied original filename or source URL;
- photographer, artist or other creator;
- date and place represented;
- names or roles of identifiable participants and the cultural context;
- copyright holder, license or written permission for website publication;
- any consent or safeguarding restrictions, especially for children;
- the exact on-page credit line and the page or record to which it is assigned.

Supplying a file to the website project does not by itself establish permission
for third-party reuse. When the copyright holder, license or reuse terms are not
recorded, the public credit and the register must say so explicitly. Do not mark
an image as public domain, Creative Commons or IOV-owned without documentary
evidence.

Synthetic media must be disclosed explicitly in its source register and must
never be presented as documentary evidence of an event, cultural practice,
person or physical object.

## Current assignment registers

- `iov-archive/SOURCES.md` — owner-supplied Desktop archive derivatives and
  their single-page assignments.
- `news/SOURCES.md` — the dedicated News detail mastheads, their contextual
  captions, and the small number of documented same-event, identity, or
  location reuses.
- `commission-register/SOURCES.md` — owner-supplied images reserved for the
  interactive Commissions register.
- `mission/ATTRIBUTION.md` — licensed and public-domain documentary images,
  including their current page assignments.
- `events/ATTRIBUTION.md` — images reserved for the Events directory.
- `history/ATTRIBUTION.md` — the History masthead, four scroll-chronicle chapter
  images, and the location backgrounds in the World Assembly index, including
  contextual and rights notes.
- `assemblies/ATTRIBUTION.md` — place photographs used only on the Assemblies
  page, including the seven unique Youth Congress city-card backgrounds.
- `country-email-photos/SOURCE.md` — country-labelled photographs supplied
  through the IOV Google Drive archive.
- `board/SOURCES.md` — official leadership portraits and the Leadership
  masthead photograph.
- `memorial/SOURCES.md` — the official portrait reserved for the Ali Abdullah
  Khalifa memorial record.
- `exhibitions/hong-kong/SOURCES.md` — the images reserved for the Hong Kong
  digital exhibition.
- `exhibitions/kazakhstan/SOURCES.md` — the owner-supplied photographs reserved
  for the Kazakhstan digital exhibition.
- `exhibitions/kyrgyzstan/SOURCES.md` — the owner-supplied photographs reserved
  for the Kyrgyzstan digital exhibition.
- `tile-hover/SOURCES.md` — documentary photographs and disclosed AI-generated
  object backgrounds reserved once each for subtle hover and keyboard-focus
  treatments on selected white editorial tiles.
- `card-backgrounds/SOURCES.md` — published Education and Membership card
  backgrounds, plus the unpublished project derivatives retained in that folder.
- `subpage-heroes/SOURCES.md` — unique owner-supplied photographs reserved once
  each for subdued static-subpage mastheads.
- `regions/SOURCES.md` — verified regional cultural photographs and the
  country-preview fallback policy used only in the Regions directory.

When the project has two files derived from the same original, they count as
one editorial image for this rule even when their paths or dimensions differ.

Responsive delivery files named with a pixel width, for example
`-640.webp`, `-960.webp`, `-1440.webp`, `-1800.webp` or `-1920.webp`, inherit
the source record and exclusive page assignment of the matching master image.
They are technical size variants, not separate editorial photographs.

## Homepage newsroom backgrounds

- `news/world-nomad-games-issyk-kul-2026.webp` — Partner report, card 01; unused owner-supplied photograph captured in the Kyrgyz Republic on 3 September 2026. It is presented as same-day regional context because the local file does not independently identify the meeting or participants. Source record: `news/SOURCES.md`.
- `news/qingdeng-international-art-community-wenzhou.webp` — Qingdeng international art community update, card 02; contextual photograph of the Qingdeng location and its April 2026 cultural market, not a photograph of Professor Chen Ping’s September 2026 visit. Photographer and source record are documented in `news/SOURCES.md`.
- `board/executive-committee-bergamo-2026.webp` — Governance update, card 03; intentional reuse in the News and President-news registers because it documents the same Bergamo meeting.
- `country-email-photos/final/latvia-traditional-crown.jpg` — Traditional crafts update, card 04.
- `board/emma-chen.jpg` — Presidential message, card 05; reused as an official identity portrait.
- `iov-photo-03.jpg` — Leadership update, card 06; intentional reuse within the homepage because this is the image explicitly assigned to the story.

## News register hover backgrounds

- News and President-news rows reuse the image assigned to the same published record; the photograph is revealed only inside that record on hover or keyboard focus.
- The News directory lead card reuses the image assigned to whichever record is first in the active filter. It remains decorative in the listing, while the linked detail record carries the available caption, context and credit.
- Every register image containing people uses a face-safe contained subject over a softened full-row colour field. `news/chen-ping-jiangmen-forum-2019.webp` and `board/fabrizio-cattaneo.jpg` are reused here as the clearer identity images already assigned to those records.
- `country-email-photos/final/mexico-blue-dancer.jpg` is reserved for the Americas register row; its landscape frame keeps the dancer's complete head visible.
- `assemblies/moedling.jpg` — contextual image for the President's message to IOV Austria; intentional reuse because the message addresses IOV's Austrian roots. It is not presented as a photograph of the conference.
- `history/alexander-veigl.jpg` — founder portrait for the forty-year milestone record; intentional reuse in the same institutional-history context.
- `memorial/ali-abdullah-khalifa.jpg` — official identity portrait reserved for the Ali Abdullah Khalifa memorial record.
